ReEntry Pocket Guide – Helping Former Inmates Succeed Upon Release

To assist newly released inmates and their families, a helpful and handy Reentry Pocket Guide has been created by the members of the Delaware County Reentry Coalition. We don’t want to see former inmates return to jail, we want to see them thriving and succeeding in our communities. This Pocket Guide is a great tool to do just that.

Inmate Visitation

To schedule a visit with an inmate, you must create an online account at www.ICSolutions.com. If you encounter any issues on their website, contact ICS Visitation Support at (888) 646-9437.

 

The jail visitation week runs Sunday-Saturday. Visits must be scheduled at least one day prior to the visitation.

 

ONSITE: Each inmate is allowed one 25-minute onsite visit per week at the jail (free of charge). The onsite visit may consist of up to two adults and three children under the age of 18.

 

OFFSITE: One additional offsite visit may be scheduled for each inmate, per day (at the standard fee). Offsite visits take place on a computer or smartphone app from the visitor’s home.

Tuesday:        6:30 PM – 8:30 PM

Thursday:      6:30 PM – 8:30 PM

Saturday:       9:00 AM – 1:30 PM and 6:30 PM – 9:30 PM

Sunday:         9:00 AM – 1:30 PM and 6:30 PM – 8:30 PM

When creating a visitor account, you will be asked to provide the following information:

  • First and Last Name
  • Valid Driver’s License or State ID Number with Expiration Date
  • Date of Birth
  • Phone number
  • Email Address
  • Street address

 

Upon arrival to the jail, you will check-in with the Control Room Officer. You must provide valid photo identification. You are not able to bring anything to the jail to give to the inmate.

 

Initial Court Appearance

When an offender is arrested on new charges or a municipal court warrant, he/she will be seen in court the following business day via televised video arraignment (TVA). If you want to be present, you need to go to Municipal Court, 70 N. Union St., Delaware, (43015), 2nd floor.

 

TVA schedule is as follows:

  • 9:30 a.m. Monday
  • 10:00 a.m. Tuesday – Friday.
  • Times may vary based on court needs.
  • If you wish to pay bond, this is done at the Municipal Court building, 70 N. Union St.

If an inmate receives a warrant to discharge, the officers cannot release him/her until all the proper paperwork has been received by the jail. Generally, inmates are able to make a phone call to arrange for transportation at the time of their release. Please Note: it takes some time for the court to clerk the decisions after arraignment. The process can take up to four hours, based on the court’s caseload.

Mail & Correspondence

Articles of mail may be sent and received through the United States Postal Service (USPS).  If you would like to send a letter to someone in our jail, you must include your name and return address on the envelope (or the mail will not be delivered to the inmate), and address it to:

All approved articles of mail received on behalf of an inmate at the Delaware County Jail will be scanned and uploaded onsite for viewing on the inmate kiosks located in their housing units and the inmate tablet network. The original articles of mail will be held in the inmate’s property locker and given to the inmate upon release or transfer from the facility.

 

The following items MAY be sent to an inmate:

  • Photos (10 per package/envelope/per day)
  • Letters
  • Post Cards or Greeting Cards (without attachments, glue, or glitter)
  • Magazine or news articles (10 pages per envelope, per day)
  • Money Orders (MUST have sender’s signature)

 

The following items will NOT be accepted and will be returned to the sender:

  • Packages
  • Books
  • Spiral-bound books
  • Envelopes
  • Gang related material
  • Puzzle books/pages
  • Sheets of blank paper
  • Inappropriate Photos (suggestive, lewd, explicit, or gang related)
  • Stamps
  • Glitter of any kind
  • Cards with attachments or glue (i.e. ribbons, jewels, plastic coverings, etc)
  • Painted items
  • Personal checks or Cash
  • Notebooks/Folders
  • Lamination/Plastic
  • Soiled or unsanitary correspondence

 

Electronic Messaging and Photo Sharing: Friends and Family may visit www.GettingOut.com where they can create an account and send messages and pictures with inmates at the Delaware County Jail. Photo and message sharing is subject to review and approval by the Jail. Please allow up to 48-hours for processing before messages and/or photos are revealed to the intended recipient.

Reading Materials: Religious and leisure reading materials are provided to all inmates at no cost and is available on the inmate tablet network within their housing units. Premium leisure reading content is available for an additional fee.

 

NO BOOKS SHALL BE ACCEPTED THROUGH THE MAIL

Publications, magazines or national newspapers may be accepted only if they are mailed directly from the publisher to a named inmate. Local daily newspapers are not permitted. Such publications shall be discarded upon receipt if the inmate is no longer incarcerated at this facility.

Materials that may be rejected include, but are not limited to:

  • Materials that advocate violence or a security breach.
  • Literature that could incite racial unrest.
  • Sexually explicit material, including pornographic magazines, nude pictures, or pictures or descriptions of sexually explicit activities.
  • Obscene publications or writings and mail containing information concerning where or how such matter may be obtained; any material that would have a tendency to incite murder, arson, riot, violent racism or any other form of violence; any material that would have a tendency to incite crimes against children; any material concerning unlawful gambling or an unlawful lottery; any material containing information on the manufacture or use of weapons, narcotics or explosives or any other unlawful activity.
  • Material that could lead to sexual aggression or an offensive environment for inmates.
  • Material that could create a hostile or offensive work environment.
  • Any material with content that could reasonably demonstrate a legitimate government interest in rejecting the material.

 

 

Money

If you would like to add money to an inmate’s account you can:

  • Add money using the kiosk located in the jail lobby
  • Call Inmate Deposits at (866) 345-1884
  • Visit accesscorrections.com
  • Mail a money order to the jail with the inmate’s first and last name. Money orders must be signed or they will be returned to the sender.

Commissary

Commissary orders are placed Tuesday mornings and are delivered Wednesday afternoons. Money must be on an inmate’s account the evening before orders are placed to ensure it will be credited in time.

 

Items for Inmates

Medication may be brought to the jail in the original prescription bottle with the inmate’s name. Check in with the control room officer, and they will have a nurse meet you to accept the medication.

If an inmate is scheduled for a jury trial, you are able to drop off clothing for them to wear to court. Check in with the control room officer and they will have an officer meet you to accept the clothing.

 

Commitments

If you are reporting to the jail for a commitment, you are only able to bring the following items:

  • Eyeglasses, contacts and contact solution in the original, unopened package
  • Money for commissary
  • Prescriptions in the original container with your name
  • Medical insurance cards
