MISSION STATEMENT

Our Mission is to protect society and to rehabilitate the offender by holding the offender accountable by enforcing punitive conditions rendered by the Court.

ADMINISTRATION

The program was established in April of 1996. Douglas Missman was selected as the Project Director by the Delaware Community Corrections Board. Mr. Missman is also the Chief Intensive Supervision Officer. The department has four full-time probation officers and an office manager.

STATEMENT OF FACTS

The following statement of facts were written in an attempt to convey the philosophies utilized by intensive supervision officers. They encompass the beliefs of the probation officers who manage the intensive program.

  • Offenders on Intensive Supervision have been classified as being at high risk of recidivism.

  • There are a variety of complicated dynamics involved with these offenders and there is a strong likelihood they will commit other offenses in the future without intervention.
  • Intensive Supervision is the last chance before being incarcerated in the penal system in the State of Ohio.

  • The probation officer understands offenders have problems dealing appropriately with their environment.

  • The probation officer will try to help in dealing with environmental stressors.

  • Due to the intense nature of the program other family members may feel like they are also on probation.

  • The probation officer will try to help the family members place responsibility where it belongs.

  • The probation officer will work toward cooperation with family members, but shall not encourage joined alliances with subvert the Court’s efforts.

  • Probation officers expect to deal with a variety of problems involving offenders and significant others. Ideas and suggestions may be offered in solving such problems, but probation officer will not “do it for you”.

  • The program is set up so that the probation officer is able to and expects to take action when an offender’s behavior is unacceptable by providing consequences for that behavior.

  • If an offender is unwilling to comply with conditions of probation immediate consequences will result. Violations of probation can result in a request for a revocation hearing before the Judge.
