This program will ensure the proper preservation of the county records under the laws of Ohio, within a conservative budget framework for the taxpayers.

Basil P. Wallace was the owner of The Roxy Grill in Delaware, located on the corner of N. Henry Street and E. Winter Street. He ran the restaurant with his wife Kathryn Rolson, with records dating their involvement to their marriage in 1947. The exact opening date of The Roxy is unknown, but it was listed as operational in the Delaware Chamber of Commerce Classified Directory from 1952. Unfortunately, in May 1957, Mr. Wallace announced the closure of the business due to the loss of his lease. Despite this setback, Mr. Wallace remained active in the community, notably with the Delaware Elks Lodge. In May 1973, T. Wayne "Curly" Smart was inducted into the Ohio Elks Hall of Fame. Pictured from left to right are Irving Davies (Ohio Elks Trustee), Wayne “Curly” Smart and Basil Wallace. Basil later passed away in January 2006 at the age of 82.
